What does Slade mean by testing the titans?
What the hell is his true objective? I know he wants Rose and Jericho back but I think there is more to what he is planning.

I think you are mis-reading the quote. It seems to me the testing is meant solely for Jericho and Ravager. The Titans just happen to be part of the test.

see i have this horrible feeling that the new team of titans being set up is already done.
i have another horrible feeling which says that it IS IMPOSSIBLE for slade to be in two places at once.
what if say, nightwing? is testing the original titans to see how good they are before using the team he already has as the new titans?????
